In order to use the Notification section you need to add at least one Person Notified. In order to add a Person Notified you need to 1) add at least one Notification Level (this can be "None Selected"). The Person Notified data type includes detailed information about that person and is used to populate the Person Notified dropdown list in the Notification section. This is because Notification Levels are tracked at the Organization Level so each Organization must have at least one value for the Notification Level dropdown list.
