Notification Level allows you to set various levels for when a person is to be notified about an Incident. In order to use the Person to Notify section you need to 1) add at least one Notification Level (this can be "None Selected"). This is because Notification Levels are tracked at the Organization Level so each Organization must have at least one value for the Notification Level dropdown list.
The Hierarchy field sets a level for notification. The lowest value is 0 and the highest is 255. If an Incident is set for a Notification Level of 5 then anyone in the Person to Notify section at level 5 or above should be notified.
